Felt like mentioning that you can only use the primary type of the Pokemon for your masks, currently, the council is thinking about changing that rule to be primary and secondary types to allow more sub diversity, but that may only happen on the next slate, there are some subs here that i parricularly like, but would sadly break the rules due to that oversight on my part, so uhh yeah, these arent vetoes btw, just needed to clarify that.

This mon with a decent defensive type, helped by Filter, lets it set up Shell Smash too easily and then get STAB Tera-boosted No Guard Stone Edge, which is very strong, probably change the main ability and tera ability to something less strong, imo i would actually put No Guard on its main ability slot, since it doesnt get the tera boost there and if it doesnt tera, other mons with innaccurate moves, which are normally quite strong, can hit it with those always while it sets up Shell Smash, and on its tera ability something to help it slightly defensively, something like Aroma Veil or Oblivious to always set up Shell Smash and not be stopped by Taunt, Shed Skin, stuff like that.

Both of these hit way too hard with STAB Tera-boosted Wave Crash under their respective weathers, probably change their abilities to non-weather setting abilities, less strong abilities like Clear Body, Sturdy, stuff like that could work for it, and/or change Wave Crash as its type-changing move for Liquidation.

As a clarification: Can one of the masks be bug/ghost/whatever or does the base mon have to be?
Only the masks need to be part Bug/Rock/Ghost/Dark-type, but it is encouraged for the base mon to also be of that type, as how we said on the slate 3 post, we currently have 0 of each

Description: The mask, instead of shielding or barricading the 108 trapped souls within, causes the souls to break away, Strengthened by the Terastal Energy. Still magically bound to the stone, they can’t move very far, but they travel just far enough to cover the mask completely.

I know it looks bad as a status move, but this was the only way to give it reliable recovery outside of Strength Sap. Distinct from roost as it removes the shared type, not just flying. Didn’t give it roost because i didn’t want to change the mechanics of roost.

Fluffy is Contact: I didn’t want this thing just perishing to Non-Contact physical moves. It is similar to fluffy in the weak to fire mechanic, but is closer to Fur Coat in terms of the defense mechanic itself.
Metagame Justification: Physical Wall.
Description: Overheated Hot-air balloon. The mask portrays more than just displeasure, displaying visceral rage

Ability when Tera'd: Calm Demeanor
Takes half damage from Special attacks, but Double from Ice-type
Metagame Justification: Special Wall.
Description: A nice Hot-air balloon ride, riding along with the wind. The mask looks very content.
Mask Name: Noxious Mask
New Type: Ghost/Poison
New Ability:
Levitate
Ability when Tera'd: Aroma Veil
Metagame Justification: Generally Weaker Taunt-Immune Wall/Status Spreader.
Description: Noxious Fumes pour out from the mask.

Should still respect Tera’s mechanic of always being that type (E.G. Secure Landing should only remove Noxious Mask’s poison typing when Not Terastalized)
