What would you consider to be the most balanced Pokemon ever created?

The title kinda says it all, I'm writing a project for uni about auto balancing Pokemon using transformers and would like a baseline of Pokemon to compare against. I'm mainly looking at gen 5-6, but any contribution is welcome and will be helpful.
