If I understood correctly, no. Only some regions of Europe and Asia have Monsoon Vivs AFAIK

Correct, the Monsoon pattern is only available to non-American 3DSes. At least we get the Savannah pattern.

If it can be bred, then I would prefer good IVs. Though if it's random, I'll take it if it's x/x/x/31/x/31 Timid, since it's defenses are about as sturdy as wet toilet paper anyway.
