30 or 31 is the same at lvl 50

the defense I would guess 2 or 3 points at lvl 50

It does have HP ice, so that's a keep for me regardless of personal use or trading on here.

No, you can catch it again if you defeat it. He will reappear there after beating the E4

Toss, only have 3x31 and 25 is too low for Attack or Sp. Def.

Easy toss. You really want at the very least 31 in the stat you're boosting.
