Boomburst offers zero coverage and is useless when you have Inflitrator.
Boomburst is more reliable than Hurricane (I think that's the Flying STAB of choice?) if the opponent has a low HP Fairy, and you can run Boomburst + Frisk to ignore subs and check their items. Definitely not the best choice, but not utterly useless either.
I'm sure that Psyshock is reflected by Mirror Coat, which Chansey/Blissey can't learn.

Last data upload suggests 40% of Noivern carry it (incidentally its 3rd most common attack), more than the 15% of non-Infiltrator Noivern. There is a distinct reason for carrying it as that reliability factor is large. A critical miss with Hurricane is probably enough to sink someone from time to time. If you're looking for consistency I would certainly hazard a guess that Boomburst would be desired over Infiltrator Hurricane. Sacrifice coverage for consistency.
Yep. A 140BP special move with no downsides and only two resistances and one immunity on a pokemon that is all about special attack can't possibly ever be seen as "silly" regardless of whether or not it is optimal. On Noivern specifically, it hits a neutral harder than its own STAB dragon pulse.

Actually, i've come across a guy who used a chansey with focus sash+counter, which held on when my alakazam used psyshock. He expected to do damage, but it didn't work.
