Rattata's decent Speed tier and high Attack stat along with Hustle and several coverage options may make it sound like a good breaker which dismantles many teams on paper, but in practice it is quite frail and gets easily revenge killed by priority moves such as Mach Punch from Timburr and Sucker Punch from Pawniard. Its heavy reliance on Hustle makes Rattata an unoptimal breaker, as it depends on accuracy to land some important hits. As such, Rattata is outclassed by Rufflet as a Hustle wallbreaker due to Rufflet's higher Attack, better bulk, ability to set up, and better STAB attacks, and Bunnelby, which has Huge Power and better coverage options.

This set's purpose is to hit as strong as possible, making use of Rattata's STAB Return and coverage moves and clear the way for a teammate to clean late-game. However, due to the aforementioned reasons, Rattata is outclassed by Rufflet due to its better Attack stat, bulk, Flying STAB attacks, and ability to efficiently set up with Bulk Up, and Bunnelby, which has a higher Attack thanks to Huge Power and is a better wallbreaker.

Many of its coverage options turn out to be weak, and usually is walled by Rock-types such as Onix and Tirtouga. I think Double Edge is far more valuable on Rattata since you have almost 0 bulk to begin with. Double Edge seems to be a consistent 3 damage more than Return, which sometimes matters a lot, and give Rattata more reach mid game after some 'mons take hazard damage. I remember the added damage just being nice for the fairly rare knocked and max hp Spritzee and Foongus.

I also want to note HP Grass is great on Rattata too (it does 50% min to Tirt, 100% min to BJ Onix, 76% to Evio). I think this is better than ZHB on Rattata personally, but I am unsure if ZHB should keep the slash.

This is too long for something as bad (mediocre at the absolute best) as Rattata. Combine some of these sentences.

As a rough example:
"Rattata's decent Speed tier and high Attack stat along with Hustle and several coverage options let it attempt to break apart opposing teams, but it is quite frail and prone to being KOed by priority moves such as Mach Punch from Timburr and Sucker Punch from Pawniard. In addition, Hustle makes Rattata inconsistent as a wallbreaker, since missing attacks will often result in Rattata being defeated. As such, Rattata is directly outclassed by Rufflet as a Hustle wallbreaker due to better stats, ability to set up, and better STAB attacks, and Bunnelby, which has Huge Power and better coverage options."

Remove Pursuit, and slash HP Grass before Zen Headbutt. Increase Attack EVs to 232 accordingly. Slash Naive after Jolly for natures.
