With the lack of the VS Seeker in HGSS, we lost a reliable way to rebattle trainers. For this reason, this list of EV training hotspots is all about Wild Pokemon. Luckily for us, HGSS has at least 1 amazing hotspot for each stat. All of the following hotspots work in both HG and SS.

Format:
Stat
- Location(s)
-- Pokemon Name | EVs Given | Method of Encounter & Available Times of Encounter | % of Encounter | Level Min - Max

HP
- Slowpoke Well
-- Slowpoke | 1 HP | Surf 00:00-23:59 | 100% | Level 5 - 25

This is best choice for HP, with low enough level and easy access.

Attack
- Route 25/Cerulean City
-- Goldeen | 1 Attack | Surf 00:00-23:59 | 90% | Level 5 - 10
-- Seaking | 2 Attack | Surf 00:00-23:59 | 10% | Level 10

This is by far the easiest spot to train for Attack. If you do not have access to Kanto, then use the below spot.

- Route 42/Mt Mortar - 1F/ Mt Mortar - B1F
-- Goldeen | 1 Attack | Surf 00:00-23:59 | 90% | Level 10 - 25
-- Seaking | 2 Attack | Surf 00:00-23:59 | 10% | Level 15 - 25

Defense
- Route 21
-- Tangela | 1 Defense | Walk 16:00 - 09:59 | 95% | Level 20 - 30
-- Mr. Mime | 2 Special Defense | Walk 16:00 - 09:59 | 5% | Level 28
-- Tangela | 1 Defense | Walk 10:00 - 15:59 | 90% | Level 20 - 30
-- Mr. Mime | 2 Special Defense | Walk 10:00 - 15:59 | 10% | Level 28 - 30

This is the only place that I could find that had an extremely high encounter rate for a Pokemon that gives defense EVs, so unfortunately you have to have access to Kanto. There are some caves in Johto that have 60% chance of encounter for Geodudes, but I still found that a bit too low.

Special Attack
- Route 6
-- Psyduck | 1 Special Attack | Surf 00:00-23:59 | 90% | Level 5 - 10
-- Golduck | 2 Special Attack | Surf 00:00-23:59 | 10% | Level 10

This is just like getting Attack EVs with Goldeen/Seaking, but you still need access to Kanto. Below is the best spot to find Psyducks/Golducks in Johto.

- Route 35/Ilex Forest
-- Psyduck | 1 Special Attack | Surf 00:00-23:59 | 90% | Level 5 - 20
-- Golduck | 2 Special Attack | Surf 00:00-23:59 | 10% | Level 10 - 20

Special Defense
- Route 27
-- Tentacool | 1 Special Defense | Surf 00:00-23:59 | 90% | Level 15 - 20
-- Tentacruel | 2 Special Defense | Surf 00:00-23:59 | 10% | Level 20

This is the easiest in my opinion because the highest level is 20. However the following spots are other good options, especially if you don't have access to Kanto yet.

- Route 34/Route 40/New Bark Town/Cherrygrove City/Olivine City
-- Tentacool | 1 Special Defense | Surf 00:00-23:59 | 90% | Level 10 - 25
-- Tentacruel | 2 Special Defense | Surf 00:00-23:59 | 10% | Level 15 - 29

- Cianwood City
-- Tentacool | 1 Special Defense | Surf 00:00-23:59 | 90% | Level 15 - 25
-- Tentacruel | 2 Special Defense | Surf 00:00-23:59 | 10% | Level 15 - 25

Speed
- Sprout Tower All Floors
-- Rattata | 1 Speed | Walk 04:00-19:59 | 100% | Level 3 - 6
-- Rattata | 1 Speed | Walk 20:00-03:59 | 15% | Level 3 - 5
-- Gastly | 1 Special Attack | Walk 20:00-03:39 | 85% | Level 3 - 6

Obviously this would be the easiest area during the day, but at night it becomes more of a training place for Special Attack. Below is another great hotspot, but it has a bit higher levels. Although it's Magikarp, so I am not sure how much that really matters.

- Blackthorn City
-- Magikarp | 1 Speed | Surf 00:00-23:59 | 100% | Level 2 - 20

Attack/Special Attack
- Ruin of Alph
-- Unown | 1 Attack, 1 Special Attack | Walk 00:00-23:59 | 100% | Level 5

The Ruin of Alph provides an interesting opportunity for the EV training of Mixed Sweeper. Low Level Pokemon with a 100% encounter rate that give 2 EVs at an easily accessible area.

Sprocket

P(n) = 1 - (1 - P(1))^n
A few of the spots I use. For me I generally favor spots with higher experience gain (mostly because I'm lazy, and I'm strange), but there's a few good low level spots too.

HP
- Route 15
-- Nidorina | 2 HP | Grass 00:00-23:59 | 30% | Level 23
-- Noctowl | 2 HP | Grass 20:00-03:59 | 20% | Level 25
-- Quagsire | 2 HP | Grass 20:00-03:59 | 19% | Level 22-24
-- Chansey | 2 HP | Grass 00:00-23:59 | 1% | Level 25

In my opinion is even better than Slowpokes unless EVing for the Little Cup. Just have to run from the occasional Nidorino (30% chance). Use it at Night though, otherwise you fight Pidgeotto and Hoppip instead of Noctowl and Quagsire and it ruins this spot.

Attack
- Mt Silver (Inside)
-- Gyarados | 2 Attack | Super Rod 00:00-23:59 | 60% | Level 40
-- Seaking | 2 Attack | Super Rod 00:00-23:59 | 40% | Level 40

This is by far the fastest spot to train for Attack, plus some of the highest experience points you'll find from wild Pokemon. Requires all 16 badges though.

Speed
- Ruins of Alph
--Magikarp | 1 Speed | Old Rod 00:00-23:59 | 95% | Level 10
--Poliwag | 1 Speed | Old Rod 00:00-23:59 | 5% | Level 10

Available very early in the game, and Magikarp are easily dispatched.

- Mt Silver (Outside)
-- Poliwag | 1 Speed | Surf 00:00-23:59 | 10% | Level 35-39
-- Poliwhirl | 2 Speed | Surf 00:00-23:59 | 90% | Level 25-44

High chance of Poliwhirl means you won't need to kill as many Pokemon overall. Requires all 16 badges.

Attack/Speed
-Route 29
-- Pidgey | 1 Speed | Walk 04:00-19:59 | 55% | Level 2-4
-- Sentret | 1 Attack | Walk 04:00-19:59 | 40% | Level 2-3
-- Rattata | 1 Speed | Walk 04:00-19:59 | 5% | Level 4

Available from the beginning. You'll earn slightly more speed than attack.

HP/Speed
-Route 29
-- Hoothoot | 1 HP | Walk 20:00-03:59 | 85% | Level 2-4
-- Rattata | 1 Speed | Walk 20:00-03:59 | 15% | Level 2-4

Available from the beginning. You'll earn much more HP than speed. Only available at night.

Speed/Special Attack
- Seafoam Islands (Entrance)
-- Zubat | 1 Speed | Walk 00:00-23:59 | 30% | Level 26-28
-- Golbat | 2 Speed | Walk 00:00-23:59 | 30% | Level 30-32
-- Psyduck | 1 Special Attack | Walk 00:00-23:59 | 30% | Level 28-29
-- Golduck | 2 Special Attack | Walk 00:00-23:59 | 10% | Level 32

You're going to fight more Bats than Ducks, but this is a good spot if you want to work on both EVs at once. Requires Kanto access. Starts to suck once you meet your Speed EV quota.

I am seconding this
Attack
- Mt Silver (Inside)
-- Gyarados | 2 Attack | Super Rod 00:00-23:59 | 60% | Level 40
-- Seaking | 2 Attack | Super Rod 00:00-23:59 | 40% | Level 40
100% chance of 2 atk EVs.

If enough people want these added, then I will add them.

A few of the spots I use. For me I generally favor spots with higher experience gain (mostly because I'm lazy, and I'm strange), but there's a few good low level spots too.
Well I personally like low level spots because they can work for all tiers, so I tried my best to stay away from higher levels. I do realize that some people will like higher levels.

HP

This has only a 70% chance of happening at night. I was trying to get a minimum of 90% of encountering something that gives you the desired EVs.

I personally find using Rods annoying and I don't see the speed one as better necessarily than either of the listed ones, but I am considering the Attack,

- Mt Silver (Outside)
-- Poliwag | 1 Speed | Surf 00:00-23:59 | 10% | Level 35-39
-- Poliwhirl | 2 Speed | Surf 00:00-23:59 | 90% | Level 25-44

High chance of Poliwhirl means you won't need to kill as many Pokemon overall. Requires all 16 badges.
Will consider, but again I am personally not fond of higher levels.

Attack/Speed
-Route 29
-- Pidgey | 1 Speed | Walk 04:00-19:59 | 55% | Level 2-4
-- Sentret | 1 Attack | Walk 04:00-19:59 | 40% | Level 2-3
-- Rattata | 1 Speed | Walk 04:00-19:59 | 5% | Level 4

Available from the beginning. You'll earn slightly more speed than attack.

These seems like a great spots, although I am not too sure of possibly battling pokes that don't have the EV that I want. I normally EV one stat at a time.

HP/Speed

I don't really see this as a spot as an HP and Speed hotspot. I could possibly see this as a Speed hotspot, but not both.
