Azelf is a check to cobalion. With expert belt and flamethrower, azelf has a good chance to OHKO cobalion, and due to being faster than cobalion, it won't have to take two heavy slams, which can ko azelf. If you want to be extra sure for the OHKO and don't want to get ko'd by heavy slam if you switch into that move, then tera fire not only boosts the power of flamethrower, but also means you can survive the second heavy slam. Two tera fire flamethrowers also always ko cobalion if they decide to tera. Alternatively, you can use shadow ball on a tera ghost cobalion to deal quite a lot of damage to them. Encore means that if they use id when you switch in, you can lock them into the move and make sure they can do nothing. Finally, mystical power is just nice stab for azelf, while still 2hit ko'ing cobalion.

Cobalion can do, nothing to this basculegion set. Like, heavy slam does 11% max to it, which is cut down to 5% with lefties recovery. This makes it about a possible 20 hit ko, impressive. Even without lefties, its a 9 hit ko. And uhh, basculegion f always 2hit kos with shadow ball, and has a good chance to do so with surf. Flip turn is moreso for pivoting purposes, it does not much to cobalion. Finally, pain split can mean that if basc-f is somehow at low health, it can get itself to higher hp if cobalion is healthy. Mud shot is just for funsies because it can 3hit ko cobalion, and a dead fish killing a legendary sword beast by shooting mud at it will not not be funny to me.

Slowbro is an extremely hard counter to Cobalion, able to bypass Cobalion's Taunt somewhat with Scald to fish for burns and taking even +6 Body Press decently.

+6 252 Def Cobalion Body Press vs. 252 HP / 252+ Def Slowbro: 175-207 (44.4 - 52.5%) -- guaranteed 2HKO after Stealth Rock

In a vacuum, this isn't great, but It takes time for Cobalion to setup to +6, which slowbro can exploit by firing off decently strong Scalds to fish for burn. Also Cobalion will be taking a decent amount of recoil from helmet, so the odds are heavily skewed against it.

0 SpA Slowbro Scald vs. 0 HP / 0 SpD Cobalion: 114-135 (35.2 - 41.7%) -- 79.9% chance to 3HKO after Leftovers recovery

Tera Ghost can be run to bypass Cobalion a bit more though it isn't need imo (and isn't too useful outside of this specific MU). The main thing bro has to watch out for is Volt Switch & being worn down over time by responding to other threats.

Palossand is seeing a bit more usage lately with myself personally considering it to be, at minimum, an equivalent to the beloved Hippowdon. While they both function as bulky Ground types that can annoy physical attackers, Palossand has a particularly impressive matchup into all physical forms of Cobalion while also serving the role as a Rocker, Spin Blocker and Scorching Sands Burn fisher. I like to run 4 Speed EV's to outrun other base 35's like Quagsire.

Overheat is a silly surprise tech on bike that helps it muscle past certain matchups like Cobalion which often stop it cold. 212 SpA EVs + Expert Belt allow you to OHKO an non-Tera'd Coba from full, with remaining EVs invested in bulk. Naive nature and no AV mean you lose the utility of being a SpDef sponge, but EB can at least give you a little extra juice on super-effective utility moves. Tera Ghost is in case you're worried about Overheat missing.

Aaaand scene. Drama is my passion
Now, does this Slither Wing beat Cobalion in a 1v1? No, it doesn't without burning a Tera itself, but Pokemon is a team game, and in this particular team game, you have caused the opponent to burn their Tera, literally. This heavily limits the efficacy of this Cobalion, and limits the Cobalion's team. Plus, Slither Wing + any Ghost-Type Pokemon forces Cobalion to either beat it or eat it, and what has it gained? Almost nothing, in exchange for giving up that sweet, sweet Tera. While a Gengar on its own can force Cobalion out, this Slither Wing invites the Iron Defense and Tera by threatening a CC, and then hits them with the Will-O. Also, if the opponent expects this to happen, they are likely to simply switch out, achieving the desired result regardless. Slot in Stone Edge somewhere (over Morning Sun, perhaps?) and you can predict and remove a potential Moltres switch-in, as well. Let me share the calcs, real quick:

EDIT: it has come to my attention that i am a complete goob. slither wing indeed does not learn stone edge, nor rock slide, nor any damage-dealing rock move other than rock tera blast. Thank you lars. In fact, Slither Wing not only doesn't learn any damage-dealing Rock moves, it only learns one single physical attack that does not make contact, and that just so happens to be Earthquake! Wow, what a wonderful anti-Moltres move. It's okay, Slither Wing gets Facade so who cares about burns anyways? We could also go with a different item such as Protective Pads and U-Turn, which also helps with Hippowdon's Rocky Helmet. I'm talking too much, but thank you to lars for pointing out this goobing of mine lol

Used this set for RULT, just a generally useful special Salamence spread, you threaten Flamethrowers or Hurricanes that Coba doesn’t take kindly to. Heavy Slam doesn’t threaten you with an intimidate drop, and BP isn’t doing to much with resistance and defense investment. Forgot what the spread was for specifically, but it lets you eat whatever Coba uses.

Yanmega will always eat one Heavy Slam, even after rocks, and you can threaten back with an Air Slash or Tera Blast Ground. No recovery kinda sucks, but if you’re able to get a SpAtk boost with Bug Buzz you can easily run through a team after Coba is taken out.

Necrozma’s typing makes it a great switch in to cobalion’s scariest move, boosted body press.

+2 252 Def Cobalion Body Press vs. 252 HP / 0 Def Necrozma: 129-152 (32.4 - 38.1%) -- 97.1% chance to 3HKO

This set some similarities to Armarouge in the way it handles Cobalion: good natural defense stat, resist body press, and have some form of speed control to kill it while setting up to do damage to the rest of the opponents team. Instead of resisting heavy slam though, Necrozma is just a fat fuck, weighing in at Cobalion’s 500 lb+ weightclass.

I’ll continue the comparison to Armorouge because it’s an interesting thought experiment if nothing else. Necrozma sacrifices a great dual stab combo, weak armor, faster initial speed, repeated boosting with CM, and boots for better overall bulk with prism armor, no defense drops, flexibility to run meteor beam, and Photon Geyser over Armor Cannon. They’re like different flavors of ice cream.

Heat Wave is a roll to kill Cobalion:
252+ SpA Necrozma Heat Wave vs. 0 HP / 0 SpD Cobalion: 294-348 (91 - 107.7%) -- 43.8% chance to OHKO

Necrozma is more susceptible to taunt stopping its setup, but staying in for Cobalion just to taunt is very dangerous for little reward for the Coba user. Necrozma also doesn’t mind twave from coba too much, which is a very nice alternative to taunt on the idbp set.

Necrozma is a fantastic option as a bulky breaker with trick room allowing it to turn the tables on offense like in the case of Cobalion

With Cobalion's high defence and access to Iron Defense, it can serve as an excellent check to Cobalion. Tera Ghost grants it an immunity to Body Press, which allows you to set up and boost your own defense. After you Terastalize (and lose the resistance), Heavy Slam deals a meagre 10%, while a potential Iron Head is an 8HKO. Our Cobalion uses Flash Cannon to target Cobalion's weaker, unboosted SpDef, resulting in a 4HKO if it has Terastalized, with the additional chance of SpDef drops.

Not trying to be critical here because I actually really like this set (I consider surprise counters to be generally more useful to bait a tera), but tragically Slither Wing doesn't get Stone Edge. (or any other damaging rock move outside of Rock Tera Blast)

H-Typh has fallen from grace quite a bit in the last few months, but it certainly can handle this Cobalion (and could be noted that it actually handles all common Cobalion sets - just not the odd SD with Stone Edge stuff). Ghost moves and Fire moves are basically OHKOing the tera or non-tera respectively and taking Heavy Slam (or Iron Head) is a 6HKO. Taunt on the switch is less annoying because infernal parade still allows for a clutch burn (and is likely the best move to click on predicted switches) If we're being honest, Focus Blast > Shadow Ball to smack the obvious Cyclizar that's on every team.

Salazzle for some reason is uniquely suited to taking out Cobalion at any stage of the game. For one, salazzle outspeeds, so she can revenge kill easily, Fire Blast/Flamethrower is always an OHKO, and forces a tera, and unless the Cobalion is at +4 (a guarenteed OHKO), then they can really only 2HKO you. Additionally, since you outspeed Cobalion, you can switch in and punish an ID with an encore; and again, force a switch or tera. Additionally, since you have Corrosion, you can put the heat on Cobalion with toxic and punish any defensive switches trying to get in.
Again, a fast encore mon, which outspeeds most pokemon can't really go wrong, even against non-Cobalion targets.
