This move set works surprisingly well, despite not necessarily having an attacking move. You start by using heal bell once your pokemon have been statused, then leech seed, substitute and baton pass. If you decide you want an attacking move, you can get rid of baton pass for either Psychic or Grass Knot (it's personal preference), and you can either keep substitute (although without baton pass, it's uses are quite limited), or switch with a status move. The set may seem comical, but what makes the set affective is the surprise factor in it all.
The speed EVs are put there so you can outrun Jolly Tyranitar, although, if you put 252 HP / 168 Spe / 88 Def with a Timid nature, you can outrun Adamant Salamence. You can also run 252 HP / 178 Spe / 78 Def to outrun the base 90s if you don't mind the defense drop (that is also run with Timid nature).
