[Set Comments]
A Bulkier Offensive Breloom, designed to shred Ground types while checking CBTar, Flygon and Aero (to a degree).
Spore gets a sleep which is one of Loom's main niches. Seed Bomb hammers Hippo and Pert who otherwise wall a lot of the teams this Loom fits on.
Leech Seed is crucial in sticking around as sometimes Poison Heal doesn't get back enough health (Especially under Sand)
Mach Punch is great Fighting STAB which can revenge stuff like SubPetaya Empoleon, DD Tyranitar and SD Lucario.
EVS are ridiculously flexible and can be tailored to do specific things.
HP EVs hit a Poison Heal number. Defense survives CB Flygon's Outrage after SR and dodges the 2HKO from CBTar Stone Edge. Speed outruns standard CBTar and 0 Spd Skarm. Rest goes into Attack for overall power.

[Additional Comments]
Focus Punch and Superpower are options over Mach Punch if you don't need the RKing value. So is Protect to rack up LS damage and scout moves though the lack of Fighting STAB can bite you at times.
The EVs are by no means arbitrary! There are a lot of options, pick whatever you feel like:
Speed can be increased if you want to creep faster CBTar or Skarms/Mags
A few extra Atk EVs means you need less chip to grab a few KOs like on DDTar.
Some SpDef investment couldn't hurt either as it can help you stave off Rotom-A as well as save you against MixTar and certain offensive Waters like Cune.

Faces problems with Grass types in general, not just Celebi (Mach Punch is a weak STAB), so something like Zapdos or MixNite is a good partner. They also appreciate the removal of Hippo and Rocks being checked.
As with all Loom, something that can keep Rocks up is appreciated to pressure Flyers that might try to check it after it gets a Spore off. MixTar, Tran and Meta are good choices for this. These mons can also (usually) pressure some of Breloom's other checks while appreciating its services.
As with all Loomers, it usually fits best on a Bulky Offensive/Offensive Team that needs something to break Hippowdon.

An Offensive Breloom meant to do as much damage as possible
Spore is one of Breloom's main niches as it can effectively remove a mon from the game if used properly.
Superpower and Seed Bomb are solid offensive STABs and pressure a lot of the metagame. The last slot usually houses a move to hit resists, with Stone Edge preferred for SE status. Facade does get mentioned for overall power along with higher accuracy and PP.
Max Attack and Speed are run to hit hard as possible. Jolly is used to outrun Max Speed Tyranitar, which could otherwise try and revenge kill this set.
